NOTICE NO 1/1996
ANNOTATED VERSION OF THE SEAFARERS REHABILITATION AND COMPENSATION ACT 1992 (SRC ACT)
The Seacare Authority (with financial assistance from GIO Australia, MMI Insurance, American Home Assurance and BHP Transport) has commissioned an electronic version of the SRC legislation, annotated with a commentary and case notes. The text has been library published by SoftLaw Community Projects, which also publishes an annotated version of the Safety, Rehabilitation and Compensation Act 1988 (the Act which covers Commonwealth public sector employees).
The authors of the SRC Act version are John Ballard and Peter Sutherland.
Mr Ballard, a barrister and solicitor, was from 1975 until 1981, a statutory member of the Compensation Tribunal and afterwards a senior member of the AAT, when that organisation took over responsibility for workers compensation matters.
Mr Sutherland, a solicitor and Director of SoftLaw Community Projects, is the editor of the book series Annotations to the Safety, Rehabilitation and Compensation Act and Annotations to the Social Security Act.
The electronic annotated version of the SRC Act contains:

the full text of the SRC Act, updated to include all amendments to January 1996;

the Transitionals and Consequential Amendments Act (T&C Act);

the two Levy Acts (which would only be triggered if the employers’ safety net fund operated by the Australian Maritime Industry Compensation Agency were to cease);

a commentary on the SRC Act and the T&C Act, including legislative history of all provisions and discussion of relevant Court and Tribunal cases;
-
case notes on Court and tribunal decisions on the SRC Act;
-
instruments issued in respect of the SRC Act;
-
AAT Practice Directions and Practice Guidance notes; and
-
The explanatory memoranda for the SRC and T&C Acts and the second reading speeches.
There are also a number of features aimed at assisting the user, such as a free text retrieval. Print-outs can be made.
The software will be available in both Windows and Macintosh formats.
Cost
For the basic version, which can be loaded in a maximum of two free standing PCs within the same agency, the cost is $40 for the three disc set.
For the multiple single user version, which can be loaded in a maximum of six free standing PCs within the same agency, the cost is $60.
For the network version, with unlimited use within the same agency, the cost is $80.
The contents of each version are identical.
The three versions offer the customer flexibility of choice to meet individual needs. For example, a small operator or a legal firm may find the basic version adequate. For a larger firm or a union with branch offices, the multiple single user version could be more attractive. For a company or insurance office with a networked computer system, the last option may be the answer.
